The short answer
Shutdowns overrun for planning reasons, not execution reasons. The outcome is largely fixed before mobilisation, by the quality of the sequence, the manpower histogram, and whether spares and tools are staged on site before day zero.
A cement plant shutdown is a fixed-duration event with a variable amount of work inside it. Every extra day is lost clinker production plus idle overhead. The uncomfortable truth is that most overruns are decided weeks before anyone reaches site.
Where shutdowns actually lose time
In our experience the time is rarely lost in the headline activity. It goes on:
- Waiting for isolation and permits on day one, because the permit list was not agreed in advance
- Scaffolding that was not erected before the outage window opened
- Material that arrived late or arrived and failed inspection
- Crews failing the gate trade test, costing days before a single joint is made
- Discovery work — the damage found once the equipment is opened, with no contingency planned
- Idle crews on the last two shifts because the sequence bunched everything at the front
Build the plan backwards
Start from the handover date and work backwards. Every activity gets a duration, a crew size, a predecessor and a front. Then check two things: does the critical path fit inside the window, and does the manpower histogram have a shape you can actually staff?
The manpower histogram is the honest document
A bar chart of headcount per shift per trade over the whole window. If it spikes to 120 fitters on day three and drops to 20 on day seven, the plan is wrong — you cannot mobilise, house, feed and gate-pass a spike like that, and you will pay for idle crews on the tail. Level it before you commit to it.
The pre-mobilisation checklist
By the time the plant trips, all of this should already be done:

Plan for discovery work
You will open equipment and find something you did not expect. That is not a planning failure; failing to reserve for it is. Carry an explicit contingency — crew, hours and materials — for discovery. If it is not used, you finish early. If you carry none, the first surprise consumes your float and everything after it slips.
Report daily, in numbers
One page, every morning: planned versus actual per front, joints completed, NDT cleared, manpower deployed, issues that need a plant decision today. Not a narrative. If the report cannot be read in ninety seconds by someone who was not there, it will not be read.
